This happens when the drying heater element fails or the fan stops circulating hot air through the drum. Washer dryers also use a condenser chamber to remove moisture from the air. If this chamber becomes blocked with lint, the machine cannot extract water from the clothes, leaving them damp at the end of the cycle.
