As the element gets hot, the internal wire expands and touches the outer metal casing, creating an earth fault. The household consumer unit detects this electrical leak and trips the circuit breaker to cut the power.
A fan oven that blows cold air almost always has a blown circular heating element. The element sits directly behind the fan blade at the back of the cavity. When it fails, the motor continues to circulate air, but the air is no longer being heated to cook your food.
